Who Is Responsible for PAT Testing?

Despite the fact that electrical safety is of such incredible importance in both homes and workplaces, many across the UK are still largely unaware of whom the responsibility falls with. In many instances there are landlords and building owners who assume that their tenants should keep tabs on everything, while businesses owners in large numbers take the safety and integrity of their electrical features for granted and think little more of it.

Unfortunately, both of the above ways of thinking constitute recipes for disaster.

Residential

In the case of landlords and building owners where any electrical circuits or features are present, it is 100% the responsibility of the landlord to ensure that all are safe to use by their tenants. This includes every appliance, outlet and circuit across the whole of the property, which will in most cases amount to quite an array of features. The law demands that all be of guaranteed safety, which is something that can only be assured by competent and regular PAT testing. While it is the responsibility of the tenants to ensure that all such features and appliances are used in accordance with their instruction and with suitable care, the responsibility for PAT testing and general electrical security always falls with the building owner or the landlord.

Business

In a similar vein to the above, each and every business owner across the UK is required by law to ensure that all electrical features, appliances and circuits are fully safe to be used by employees. Needless to say, in certain environments this can amount to hundreds, maybe even thousands of PAT test to be carried out, but it only ever takes a single exemption to cause the kind of accident or injury that can spell the demise of the business as a whole. What’s more, it must also be remembered that just as above, it is the responsibility of the employee to use the appliances safely, but NOT their responsibility to ensure the appliance itself is safe and tested.
